Foreword

The present world is being threatened by a series of terrorist acts and anti-terrorist military operations as the various incidents around the occurrence of the Iraq War demonstrate. Upon the entering the new millennium, the world's citizens prayed with all their heart for the 21st century to be the century of peace or to make at least an advance toward the true embodiment of peace. Yet, their dearest hope has been frustrated by the threat of war and the shadow of death.

Historically, Korea had been suffered from frequent foreign invasions and experienced the tragedy of the division of the country as well as the disasters of a civil war. And the aftermaths and scars of the war still remain in various domains of Korean society. In addition, the eyes of the world are centered on Korea as such acute issues as the North Korea's Nuclear Program strain the situation on the Korean Peninsula.

Thus, the urgent mission of the Korean Peninsula and Korean people is the achievement of peace. While looking at this critical situation in a new light, our museum planned and has organized this exhibition entitled Declaration: 100 Artists for Peace. This exhibition sincerely intends to send a message of peace in the world through the valuable artworks by prominent artists from Korea and overseas.

It is my sincere hope that this exhibition inspires artists and intellectuals of the world to create many movements and art exhibitions for peace in diverse places around the world.

For this exhibition, artists from all over the world willingly agreed to participate. I offer my deepest thanks to every artist. Many other artists wanted to participate in this show, but it's very regrettable that they could not be accommodated.

Also, many people have contributed to the realization of this exhibition. Especially, I cannot forget the kind encouragement and help of Minister Dominique de Villeping from the French Government. He generously agreed to the lending of Massacre in Korea by Pablo Picasso, which unfortunately did not realized for various reasons.

Also, there are several writers to thank for their precious writings for this important exhibition. Especially, philosopher Jacques Derrida wrote together with Alain Jouffroy for the exhibition in spite of his illness. My deepest thanks to him as well as the other writers.

Still more persons to thank. Mr. Yim Sétaik, painter and former director of Musée de Seoul, worked without sparing himself. Mr. Daniel Pommereulle and Mr. Piotr Kowalski were among those who showed their enthusiasm for the exhibition and agreed to participate in the early stage of this exhibition. Unfortunately both artists passed away early this year. On this occasion I pray for the repose of their great souls.

And finally, I am very grateful for the hard work done by our museum staff.

Thank you very much.

DECLARATION

Jacques Derrida, Alain Jouffroy

DECLARATION

Jacques Derrida, Alain Jouffroy

In French the word "culture" has two meanings:

1. the fact of farming the land, that is all the fitted operations in order to grow out from the soil all vegetables useful to man and to domestic animals.

2. the development of peculiar intellectual faculties promoted by fitted exercises.

These definitions are bound and it would be possible to phrase "culture" in its intellectual meaning as :

"Culture" describes all operations of the mind connected with extracting from human memory, human imagination and human knowledge a whole of ideas and learning useful to man and to mankind.

Culture has not to be reduced to the mere conservation of the traditions proper to every country, although every tradition pays its contribution to culture as a whole.

It is neither the mere usefulness of the role it may play in society: culture is a lever (a gearshift), a spring board, and first of all it is a major incentive for mental energy.

The differences between the human cultures are bound to the variety of the human languages, which contributes in reinforcing the power of the imagination and its close and remote applications in the whole process of "inventing the world".

Without the cultural diversity, man would have at his disposal only one Tree of Knowledge, which would bring every time the same fruits. Through the exceptional diversity of the cultures, mankind succeeded in creating two complementary conditions of action, exogenous on one side, endogamous on the other.

This diversity has its source in the knowledge of other people and other countries, of their history, of their cultures in what they are remarkable and peculiar, but also in the knowledge that every country has of its own history, of its own language and traditions. If not, every country turned in on oneself would become not only sterile but its civilisation would rot on the stalk.

l'Homme, which enlarges the Bill of Human Rights proclaimed some years before by the newly independent United States of America, particularly under the impulse of Thomas Jefferson.

All this seems to be mere obvious facts. But in a time like ours, when a single power pretends to assume alone the right to rule over the whole of world affairs and conflicts, economies and policies, these obvious facts have to be recalled. One sided cultural world policy is as much polluting as one sided political and military world policy.

Therefore it is extremely appropriate to promote cultural initiatives, which are freely and actually "international", as is this Exhibition of Declaration: 100 Artists for Peace at the National Museum of Contemporary Art in Korea.

The right to cultural diversity and to cultural difference should be registered in a renewed declaration of human rights, including the rights of all ethnic minorities, whatever may be their specific aspect, to be drawn up with the agreement of all nations.

This would open at the common horizon of mankind the prospective of a General World Assembly for Culture, where the different cultures of every country would of course be treated with equality, on the same level. Thus liberty would no more be separated from justice and thus would be avoided that the defence of liberty might excuse, as it too often occurs, the destruction of justice.

Is this utopia? Maybe. When man refuses to get involved in a salutary and high ranking utopia, he cannot project himself into the future, and man regresses steadily backwards to obsolete believes and attitudes. (translated by Henri Alexis Baatsch)

Now Is the Time to Carry Out a Peace Declaration with One's Whole Being_A Note for Declaration: 100 Artists for Peace

Paik Nakchung

literary critic, editor, Creation and Criticism, quarterly

The fear that the end of the Cold War may signify the expansion of an international disorder rather than the beginning of a new peaceful order has unfortunately been confirmed by the history of the past decade and half. Starting with the first Gulf War of 1991, regional and civil wars have continued to erupt, and today there is little prospect that bloodshed will soon end in Iraq, Afghanistan, or Palestine and Israel.

In such a world the Korean Peninsula occupies a rather ambiguous place. On one hand, for more than half a century it has not known the kind of ravages of war that we have seen in many areas of Middle East and Africa. On the other hand, the threat is still quite real that the long armistice may turn into a catastrophe far exceeding the wars in those areas, even involving nuclear and other weapons of mass destruction.

Governments of North and South Korea, as well as the overwhelming majority of the population, seem agreed that another war should on the Peninsula should be avoided. South Korea in particular, despite its limited leverage regarding the so-called North Korean nuclear problem, appears to be taking up an activerole in the ongoing six-party talks to induce a reasonable accord between North Korea and the United States.

For peace on the Peninsula is not only a matter literally of life and death for the entire Korean nation, but also a necessary condition for South Korea to continue its development and prepare for eventual reunification amidst the rapidly changing conditions in East Asia and the world.

Yet precisely a country with such need for peace is sending additional troops, this time including combat personnel, to what has become the epitome of unjust war in our day, namely, the U.S. invasion and bloody occupation of Irag. Numerous citizens, including members of the National Assembly, have opposed the move in vain. It is our shame even if our government had tobow to American pressure; nor can we escape the guilt and responsibility for shifting the dangers of war on the Korean Peninsula to the people of Irag, if, as our government has hinted, a deliberate effort to persuade the U.S. to take a more accommodating stance toward North Korea was the main motive for its decision.

What should Korea's intellectuals and artists do in such a situation? There is no simple answer in a situation so complex. It will not do merely to declaim loudly against war and in favor ofpeace. Each in the area where one can best mobilize one's powers of exploration and expressionartists through their art, scholars through their research and theoretical work should agonize over and try to implement ways of actually achieving peace.

The exhibition Declaration: 100 Artists for Peace at the Korean National Museum of Modern Art is encouraging in two respects. First, the very fact that such an exhibition is taking place in South Korea points to the possibility that our society will increasingly tilt toward peace more than toward war. Even though the government is involved in self-contradictory moves, South Korean society evidently has the latent energy to bring about an art exhibition of the kind and scale rarely possible elsewhere in today's world.

Inspiring, too, is the fact that the effort for peace is being made in the form of creative endeavors by artists. I myself am too unversed in fine art to discriminate confidently between those works that merely translate into plastic forms a simplistic opposition to war, and those that actually transform the minds and hearts of the viewers and lead them to shun war and practice peace. But inferring from my experience in the field of literature, I believe that a work which carries out its peace declaration with the artist's whole being is bound sooner or later to exercise its influence on the whole being of the viewer, and creates an opening both for the development of powers to discern those works that are less than such, and for reflecting on the viewer's own deficiencies, which make him fall short of truly carrying out the peace declaration.

Cent Artistes Pour la Paix

Alain Jouffroy

Depicting Peace

Choi Min

How does one depict peace? There isn't a definitive answer to this question. I am not sure if it is even a legitimate question.

The notion of peace is ambiguous and abstract. It seems that depicting its form is all the more a vague enterprise. On the other hand, war has a clear image, and it would be easier to portray its visual images. For the same reason, the definition of peace can be more vague than the definition of war. Peace is easier to define not on its own terms but in the negative terms of its opposite, a war. In short, peace is the opposite of war, the condition of the absence of war.

As can be inferred from the well-known title of Tolstoy's novel War and Peace, it is difficult to ponder about peace apart from war. The two seem always to be joined together. Since the beginning of the human history, tragic wars have been waged continuously for various reasons. The fear of war and the real threat of massacre have become a condition of human life and a major source ofthe darker human imagination. On the other hand, peace is an aspiration, a destination the war-afflicted humanity wants to reach; but peace seems ever more distant, in fact almost impossible to reach. In other words, war is a condition given, a hard reality, whereas peace seems like a fiction, an impossibility, or a lie.

The curtain of distortion and opaqueness drawn by the news media makes it hard to see the specific realities of a war and to get at its truth. Accordingly, peace, which already started out as a vague shadow, has now become all the more unidentifiable. Even the paradoxical statement that there can be no peace without war has now become a metaphysical nonsense; a nonsense that takes place not in concrete reality but in non-reality, not at verifiable but at unverifiable horizon.

To cry for peace, we must be able to see squarely at war. Without a precise understanding of war, we cannot define what peace we want.

Indeed, can we have a straight look at a war? This is the problem. In the case ofthe Iraq War, which is taking place in geopolitically isolated area, it is in fact impossible to secure a point of view that would render a straight view of the war. At the time of the First Iraq War, we saw live broadcasting of CNN from Baghdad. Here we experienced the ill effects of the unilateral monopoly of information and systematic media manipulation. The news reports of the war waged in Afghanistan in the wake of 9.11, and of the Second Iraq War waged by George W. Bush following his father's war earlier, once again confirm the earlier experience. Our imaginations and thoughts, already starving from the deprivation of information, have been further confused by the information distortion, intentionally mixed messages, and counter information manufactured by the so called global media, the internet and the satellite broadcasting, that have been subordinated under the combat strategy of the U.S. military which has been stained with the racial, religious, and cultural prejudices and the hypocrisy of Pax Americana and its primitive tribalism and jingoism.

In short, we have been reduced to the state of amaurosis, having eyes but not being able to see; we have been reduced to become fools and morons dancing at the tune of the global media networks. In particular the situation cannot but become worse when the dominant opinion of a society, i.e. the public opinion, is transmuted by the endless manipulation of information by the media and the power brokers, by complacency and fad, by political tricks that cunningly take advantage of the suspension and failure of mass communication.

Amidst such recklessness and chaos, we know through our instinct that there is something fundamentally wrong with this war, because the causes and the justifications of the war as explained to us by the very perpetrators are so astoundingly preposterous. Nevertheless, we discovered that we are getting entangled in this war deeper and deeper, and we began to agonize over our conflict.

Now, can we depict through paintings the feelings and thoughts, such as the disgust and embarrassmentthat are caused by war? Before we decry war, we can raise an aesthetic question. Is war something that could be depicted by painting? Can it be depicted?

At the beginning of the 19th century, in paintings such as The Third of May, 1808 and the series The Disasters of War, Goya decries the atrocities of the Napoleon army invading Spain. At least at the time, Goya himself probably witnessed the scenes of the war; or if he had only heard about them, he was probably able to imagine them vividly. His political and ethical positions were clear. He knew what to paint and how to paint them, and he went to work with a sure conviction. This was at the threshold of modernity.

When Picasso painted Guernica, shortly before World War II began, the situation had changed. He was in Paris, preparing a commissioned work for the Spanish Pavilion of the 1937 Paris International Exposition, when he heard through newspaper reports and radio announcements the news of the air strike of Guernica by an elite contingent of the Nazi air force. He used the news event as the theme of his work for the Spanish Pavilion. In a painting that was completed over several revisions, he superbly captured the desperation, the sense of the real, and the tension conveyed through the continuous reports on the horrors of the incident. Guernicais not a painting by someone who has himself witnessed the real incident. It is a recording of the internal response of a person who did not witness the scene but was shocked by the news of the horror through radio announcements and newspaper articles. Looking at the monumental painting that is Guernica, one feels the echoes of the astonishment, fear, despair, and fury that Picasso must have felt at the time.

Personally, I wonder. Is it possible today to paint such a painting? This is not a question of whether or not there exists today a painter who is as great as Picasso. This is a question about how we experience war today, how we react to the news of a war today. This is a question about if the experience and the reaction have not changed since the time Picasso painted Guernica.

For example, I feel that a non-Iraqi painter today cannot paint the suffering of the people in the Falluja bombing as Picasso painted the Guernica bombing. Can there be a Picasso of the Iraq War?

Today, in 2004, after the humanity has experienced World War Il, the Korean War, the Vietnam War, the War in Kosovo, and countless other wars, there are few people who believe that it is the role of the art to paint the horrors of war, the gruesome destruction and the wretched sights of tragic deaths.

Let that be as is. Still, if what was possible for Picasso 70 years ago is impossible today, why would it be? It is probably because of one of the following three reasons:

We have seen too many spectacles of horror that are beyond human imagination; we have not really seen anything to feed our imagination or thoughts; or war has become so trivial that it is not worth any kind of bothering.

In fact, in our imagination, war has long lost its tragic aspect. War is no longer a fateful struggle for the survival of a people, a great ideological fight, nor a turbulent change in the inevitable progress of history. It has simply become a shameless crime that is wicked, dirty, and disgusting.. something that one does not want to think about even for a moment.

We have seen the news reels, picture books of commercial films, televisions, and the Internet; we have seen the spectacles of war, its countless and varied images; and we are bored. Of course, we continue to see the pictures and video tapes of the Irag War. However, we do not feel the shock or the pain, as we did before. In short, we have become callous and numb. It is not only because we know that they are not real but merely photographs or video images. The images of the war and the horror have turned into mere visual stimulations, and through their accumulation and repetition they prevent people from feeling the meaning or the seriousness of the situation.

Furthermore, the images replace the very incident or the condition they depict; instead, the images themselves become the focus evens of the news. We now live in a world where the images of a war have completely replaced the war itself. There is now no difference between the images of a real war and the images of the computer game wars.

The images of the war that are repetitiously provided by the media are now like numbers, graphs, and tables, the statistical data that do not arouse any human emotions. In other words, war has become a reality in abstract planes; they have become neutral information. Countless lives have been sacrificed already, and clearly more lives will be sacrificed. But this march of inevitable death has lost much of its specific and realistic bearing because of the systematic media censorship and filtering, shock buffering mechanisms, and inertia from repetitious perception.

It is in this very context that Jean Baudrillard had made the provocative declaration, "The Iraq War did not occur, "in reference to the First Iraq War. Instead, we become suddenly excited and angry at the bizarre pictures and video tapes of the U.S. soldiers taking the clothes off the Iraqi hostages, beating, torturing, and sexually insulting them. These pictures were taken as a joke. And we get excited and angry at the television broadcasting of the beheading of the hostages taken by Iragi armed resistance groups, as if we have seen shocking pornography.

Of course, we have known all along that this Iraq War was a facade for a commercial venture conspired among the ring leaders of the U.S. high-tech military-industrial complex, international arms dealers, Washing power brokers, and swindlers; a disguised business deal railroaded through by fraudulence. deception, and intimidation to monopolize the Iraqi oil. The human sacrifices are too bad, but there would be political and economical benefits that would more than offset those losses. This is one of their justifications, but we are not so gullible as to believe such a lie.

Nevertheless, we have lost the sense of balance in judgment. It is a fact thatwhat is politically correct does not match the rhetorical persuasion of the media, and what we see with our eyes does not match with what we think we know; we have been thrown into confusion by the shocking estrangement between our perception and thinking and by the breakup of our ethical sensibility. A perversion has occurred, and a deeply serious one at that.

The Iraq War continues, but it has already become an invisible war. It means not only that we literally cannot see the war and see the truth for ourselves; it means that even if we looked more at it, we would not gain any further understanding of its essence. In other words, there would be no new revelations, no new understanding; the bones have been bared, there is nothing more to see in this war.

It has been exposed to the whole world that this war is a dirty and despicable foul play andthat it is a pre-meditated crime; but the perpetrators have not bat their eyes. There is a nation that is the one and only superpower in the world. It controls the world order; it believes that waging a war with the state-of-the-arts weapons is an effective way of ruling the world. Because of their business and politicalstakes, their racial and religious prejudices, and their delusion, the ring leaders who form the core power bloc of this nation will continue to expand the war until they reach their goal.

What can art do against this invisible war? What must artists today do?

What artists must do is to firmly oppose the war in solidarity with other like-minded people; to not depict war but to cry out that war is evil and that it should never be waged. That is how peace is depicted.

There must not be a war. War is a crime. That is right. What we must now do, what we can now do, is to firmly oppose the war. War, any war, is an absolute evil. It cannot be justified with any cause. We want to emphasize that this war is not an exception. This is the true meaning of the peace declared by artists from all over the world in this exhibition. And, it is possible to hold an exhibition such as this one that we have here now, because here bombs don't drop down from the sky without any warning as in Falluja. Not yet.
